This leads us to believe they are the same thing. Occasionally they are not; and when that\u2019s the case, it is our duty to place SAFETY above Compliance.<\/p>\n<p style=\"text-align: justify;\"><strong>Relief Piping Termination &#8211; A worked example<\/strong><\/p>\n<p style=\"text-align: justify;\">Here\u2019s a picture of a relief termination found in the field\u2026<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-large wp-image-1036\" src=\"https:\/\/taocompliance.com\/wp-content\/uploads\/2019\/08\/relief1-1024x636.jpg\" alt=\"\" width=\"640\" height=\"398\" srcset=\"https:\/\/taocompliance.com\/wp-content\/uploads\/2019\/08\/relief1-1024x636.jpg 1024w, https:\/\/taocompliance.com\/wp-content\/uploads\/2019\/08\/relief1-300x186.jpg 300w, https:\/\/taocompliance.com\/wp-content\/uploads\/2019\/08\/relief1-768x477.jpg 768w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><\/p>\n<p style=\"text-align: justify;\">Notice that the relief termination is cut at a 45 degree angle with the opening facing down. As shown below, this is one of the <strong>many <\/strong>termination methods described in the IIAR\u2019s Piping Handbook<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-large wp-image-1037\" src=\"https:\/\/taocompliance.com\/wp-content\/uploads\/2019\/08\/IIAR-Relief-1024x958.png\" alt=\"\" width=\"640\" height=\"599\" srcset=\"https:\/\/taocompliance.com\/wp-content\/uploads\/2019\/08\/IIAR-Relief-1024x958.png 1024w, https:\/\/taocompliance.com\/wp-content\/uploads\/2019\/08\/IIAR-Relief-300x281.png 300w, https:\/\/taocompliance.com\/wp-content\/uploads\/2019\/08\/IIAR-Relief-768x718.png 768w, https:\/\/taocompliance.com\/wp-content\/uploads\/2019\/08\/IIAR-Relief.png 1156w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><\/p>\n<p style=\"text-align: justify;\">Our RAGAGEP is IIAR 2-2014a which states:<\/p>\n<blockquote>\n<p style=\"text-align: justify;\">IIAR 2 2014a 15.5.1.5*<em> The termination of the discharge shall be directed <strong>upward<\/strong> and <u>arranged to avoid spraying ammonia on persons in the vicinity<\/u>.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>Note: In the informative appendix \u201cIIAR 2 2014a A.15.5.1.5 The termination of discharge is considered the final several feet of the relief piping. The vent end point of relief piping may include a design to prevent rain and snow from entering. Many designs provide a method to prevent rain and snow from entering. The design at the vent end point may be a \u201ctee\u201d diffuser&#8230;\u201d<\/em><\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\">I\u2019m certainly not the first to notice this issue. A few years ago, <a href=\"http:\/\/www.safteng.net\/index.php\/free-section\/safety-info-posts\/chemical-process-safety-psmrmp\/4992-upward-actually-means-up-which-is-the-opposite-of-down-in-rv-discharge-design\">Bryan Haywood of SAFTENG.NET<\/a> wrote a small article about it. <a href=\"https:\/\/resourcecompliance.com\/2019\/02\/05\/atmospheric-termination-of-relief-valve-discharge-piping\/\">Others have argued<\/a> that this is a compliant arrangement.<\/p>\n<p style=\"text-align: justify;\">Reasonable people can disagree and often PSM\/RMP is about making a <em>defensible <\/em>case. To me, this relief termination is NOT compliant with IIAR 2 2014a 15.5.1.5 because the release will be directed DOWNWARD at a 45 degree angle directly at a roof where we know we will occasionally have service personnel.<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-1039 size-large\" src=\"https:\/\/taocompliance.com\/wp-content\/uploads\/2019\/08\/tee-e1566926322984-1024x379.png\" alt=\"\" width=\"640\" height=\"237\" srcset=\"https:\/\/taocompliance.com\/wp-content\/uploads\/2019\/08\/tee-e1566926322984-1024x379.png 1024w, https:\/\/taocompliance.com\/wp-content\/uploads\/2019\/08\/tee-e1566926322984-300x111.png 300w, https:\/\/taocompliance.com\/wp-content\/uploads\/2019\/08\/tee-e1566926322984-768x284.png 768w, https:\/\/taocompliance.com\/wp-content\/uploads\/2019\/08\/tee-e1566926322984.png 1200w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><\/p>\n<p style=\"text-align: justify;\">Regardless of where you come down on the <em>compliance<\/em> issue, being compliant does not mean you are safe.<\/p>\n<p style=\"text-align: justify;\">To put it another way, the danger posed by NH3 being released <strong>towards the roof and service personnel<\/strong> doesn\u2019t go away even if you believe the arrangement shown above is compliant with IIAR 2 2014a 15.5.1.5.<\/p>\n<p style=\"text-align: justify;\"><strong>You\u2019d still have to analyze this hazard and attempt to control it.<\/strong><\/p>\n<p style=\"text-align: justify;\">Note: You could easily modify this arrangement like the picture below to be both compliant AND safe.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-large wp-image-1038\" src=\"https:\/\/taocompliance.com\/wp-content\/uploads\/2019\/08\/relief2-1024x768.jpg\" alt=\"\" width=\"640\" height=\"480\" srcset=\"https:\/\/taocompliance.com\/wp-content\/uploads\/2019\/08\/relief2-1024x768.jpg 1024w, https:\/\/taocompliance.com\/wp-content\/uploads\/2019\/08\/relief2-300x225.jpg 300w, https:\/\/taocompliance.com\/wp-content\/uploads\/2019\/08\/relief2-768x576.jpg 768w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><\/p>\n<p style=\"text-align: justify;\">By adding a small elbow they&#8217;ve directed the flow\u00a0<strong>upwards<\/strong> and <em>arranged to avoid spraying ammonia on persons in the vicinity<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Often, compliance and safety go hand-in-hand.
