{"id":862,"date":"2016-10-23T09:01:58","date_gmt":"2016-10-23T14:01:58","guid":{"rendered":"https:\/\/taocompliance.com\/?p=862"},"modified":"2016-10-23T09:20:35","modified_gmt":"2016-10-23T14:20:35","slug":"militarized-incompetence","status":"publish","type":"post","link":"https:\/\/taocompliance.com\/?p=862","title":{"rendered":"Militarized Incompetence or Unintentional Sabotage"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong>\u00a0<img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-863\" src=\"https:\/\/taocompliance.com\/\/wp-content\/uploads\/2016\/10\/oss1.png\" alt=\"oss1\" width=\"291\" height=\"168\" \/><\/strong><\/p>\n<p style=\"text-align: justify;\">In 1944, near the end of WW2, the Office of Strategic Services (the forerunner to the CIA) released a field guide called the \u201c<a href=\"https:\/\/www.cia.gov\/news-information\/featured-story-archive\/2012-featured-story-archive\/CleanedUOSSSimpleSabotage_sm.pdf\">Simple Sabotage Field Manual.<\/a>\u201d The purpose of the suggestions in the manual was \u201cto present suggestions for inciting and executing (sabotage)\u201d for the <em>citizen saboteur<\/em> to \u201cundermine organizations from within<em>.\u201d <\/em><\/p>\n<p style=\"text-align: justify;\">I\u2019d like to focus on three suggestions provided in the manual that I\u2019ve routinely seen implemented in facilities across the nation.<\/p>\n<p style=\"text-align: justify;\">Think about that for a second \u2013 these are suggestions on how to <em>undermine an organization<\/em> from a SPY AGENCY that employees are implementing TODAY in facilities \u2013 often, without intent or an understanding of how their behaviors are affecting the organization.<\/p>\n<p style=\"text-align: justify;\"><strong>#1 \u2013 Don\u2019t train the new technician or Share Information<\/strong><\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-864\" src=\"https:\/\/taocompliance.com\/\/wp-content\/uploads\/2016\/10\/oss2.png\" alt=\"oss2\" width=\"353\" height=\"50\" srcset=\"https:\/\/taocompliance.com\/wp-content\/uploads\/2016\/10\/oss2.png 353w, https:\/\/taocompliance.com\/wp-content\/uploads\/2016\/10\/oss2-300x42.png 300w\" sizes=\"auto, (max-width: 353px) 100vw, 353px\" \/>In an era where employees no longer feel any real loyalty from their employer, it\u2019s not surprising that this is a problem. After all, if you train the new technician, what\u2019s to stop them from taking your job? Now, I could explain all the ways that a trained technician would help your process (and you) be safer and more effective, but I\u2019m going to assume you\u2019ve already heard this before and it wasn\u2019t enough to convince you. Instead, I\u2019m going to appeal to something else: <strong>If nobody else can do your job, then you cannot be promoted.<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>#2 &#8211; Find reasons to fail<\/strong><\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-865\" src=\"https:\/\/taocompliance.com\/\/wp-content\/uploads\/2016\/10\/oss3.png\" alt=\"oss3\" width=\"346\" height=\"69\" srcset=\"https:\/\/taocompliance.com\/wp-content\/uploads\/2016\/10\/oss3.png 346w, https:\/\/taocompliance.com\/wp-content\/uploads\/2016\/10\/oss3-300x60.png 300w\" sizes=\"auto, (max-width: 346px) 100vw, 346px\" \/><\/p>\n<p style=\"text-align: justify;\">In dozens of compliance audits around the country I\u2019ve witnessed horrible housekeeping and\/or a lack of basic maintenance. When questioned, the maintenance employees usually give some\u00a0version of:<\/p>\n<ul style=\"text-align: justify;\">\n<li>We\u2019re short-staffed and they won\u2019t approve more hours\/employees<\/li>\n<li>Various capital projects are still waiting approval<\/li>\n<li>Scheduling contractors to address some other issue is proving difficult<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Note that none of these things are really reasons why you can\u2019t pick trash up off the machine room floor (or not place it there in the first place.) What they are is an attempt to redirect your attention somewhere else \u2013 specifically to <em>someone<\/em> else.<\/p>\n<p style=\"text-align: justify;\">Look, I understand. I\u2019ve worked inside large (and small) bureaucracies before and the frustration is real. It\u2019s unfortunately very easy to let someone else\u2019s failures demotivate you. Don\u2019t let someone\u2019s inability to do <em>their<\/em> job stop you from doing <em>your <\/em>job. You can take time to complain about everyone else\u2019s failures as soon as you\u2019ve made sure all your stuff is taken care of.<\/p>\n<p style=\"text-align: justify;\"><strong>#3 \u2013 Sabotage Paperwork\u00a0<img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-866\" src=\"https:\/\/taocompliance.com\/\/wp-content\/uploads\/2016\/10\/oss4.png\" alt=\"oss4\" width=\"356\" height=\"78\" srcset=\"https:\/\/taocompliance.com\/wp-content\/uploads\/2016\/10\/oss4.png 356w, https:\/\/taocompliance.com\/wp-content\/uploads\/2016\/10\/oss4-300x66.png 300w\" sizes=\"auto, (max-width: 356px) 100vw, 356px\" \/><\/strong><\/p>\n<p style=\"text-align: justify;\">Anyone with a PSM\/RM Program has seen this issue. Common examples include:<\/p>\n<ul style=\"text-align: justify;\">\n<li>An MOC filled out with a \u201cTechnical Basis for Change\u201d that sounds more like an explanation given to a two-year-old than an engineering rationale. \u201cWe moved the air unit.\u201d Ok. Why did you move it? Where did you move it to? Where did you move it from? How do we know the new area is acceptable? Etc.<\/li>\n<li>An incident investigation that makes you think the author was being charged by the letter. \u201cLeak in Au1 coil. Fixed.\u201d Where was the leak? What was the extent of the leak? What were the repercussions of the leak? What happened during the investigation of \/ response to the leak? How was it fixed and by whom? What lead to the leak? What are we doing to stop this from happening again? Etc.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">If you view MOCs and Incident Investigations as &#8220;filling out the paperwork&#8221; rather than documenting your work, you&#8217;ll routinely get poor results.<\/p>\n<p style=\"text-align: justify;\">These are just three examples of employee actions that are disturbingly similar to suggestions from a SPY AGENCY on how to\u00a0<em>intentionally undermine an organization<\/em>.
